"North Korea and its people need not fear the United States or their neighbors in the region who seek only to live in peace with North Korea", Tillerson said.

US Secretary of State Rex Tillerson called for a new approach toward North Korea Thursday, saying all the efforts of the past 20 years have failed.

"The diplomatic and other efforts of the past 20 years to bring North Korea to a point of denuclearization have failed", Tillerson said. He will then travel to China, where he is expected to request more help in pressuring North Korea.

"The United States provided $1.35 billion dollars in assistance to North Korea as an encouragement to take a different pathway. In the face of this ever-escalating threat, it is clear that a different approach is required", he said. "The goal of-part of the objective of my visit to the region is to exchange views on a new approach".

A small group of American expats protested outside the USA embassy in Tokyo, demanding former ExxonMobil chief executive Tillerson respect the Paris climate change accord. The U.S. Department of State says too it wants "to create a level playing field for our trade and investment interests".

Mr Tillerson's visit is being closely watched for hints at what these alternatives might be.

The US and the countries on Tillerson's itinerary are trying to find ways to convince the regime led by North Korean dictator Kim Jong-un to stop firing missiles and pursuing development of nuclear weapons, reported the newspaper.

He has since dialled down the rhetorical heat. In addition to potential attacks from North Korea, the island nation is concerned about challenges to its sovereignty in the East China Sea and its own trade relationship with the United States.

For instance, Tillerson said in January that Beijing should "not be allowed access" to its new, artificial islands in the South China Sea, an area particularly sensitive for Beijing given its high animus toward United States sea and air maneuvers near its borders.

He may struggle, however, to reach a consensus on how to deal with North Korea's latest missile launches.

Journalists at major outlets first began to panic when news broke last week that Tillerson did not plan to take any of the press with him on his trip to Japan, South Korea, and China.

Pyongyang is once again ready to test-fire missiles and conduct its sixth nuclear test at any time.

More than 120 retired US generals and admirals urged Congress in a letter last month to fully fund diplomacy and foreign aid, arguing the functions were "critical to keeping America safe".

U.S. Defence Secretary Jim "Mattis correctly said all options are on the table. but as a practical matter, I don't see the administration deciding to preemptively strike North Korea's capabilities", said Michael Green, a former U.S. official now at the Center for Strategic and International Studies in Washington.
